The rspca is an appendage of the Department of Primary Industries  [DPI] in Queensland.  The rspca, by virtue of their being given the power to over-ride a person's right to Due Process, in the Animal Care and Protection Act 2001 [ACPA], are to a large extent controlled by the DPI.

Mulherin, the labor hack from Mackay, has been put in charge of the DPI's and rspca's CRIMINAL CULTURE, to ensure the DPI and the rspca are both corrupt and that neither will interfere with, or diminish the corruption of the other. 

As the EVIDENCE we produce on this page will show, the DPI is corrupt to the hilt.  The rspca around the world is prepared to be corrupt to pander to the perversisons of those who become rspca "inspectors".   We have much EVIDENCE of the rspca corruption on our pages here.

Primary Industries in Queensland has been far more closely associated, over the years, with the Country Party, and more recently the National Party.  Hence, the rural folk of Queensland had a closer affinity with the National party.  So, now that labor has, by clandestine electoral fraud [a la the criminal and perjuring struck off ex-solicitor Terence Joseph Mellifont aka Terry Mellifont of TJ Mellifont & Co infamy] gained control in Queensland, the Department of Primary Industries [& Fisheries - commercial fishing has always been a primary industry, so why the addition] [DPI] has become the means for the labor party to bludgeon the rural people of Queensland.  Since the rspcaqld is effectively, an appendage to the DPI in Queensland,  the rspca has become the DPI's brown shirts and storm troopers, to do the really dirty work of bullying vulnerable Queenslanders and stealing their property.  Queensland Police are also into this STEALING, BULLYING AND LYING, for corrupt labor stooges, in a big way, and we have the PROOF.

Mulherin, the labor stooge from Mackay, has become the fuhrer of the DPI to entrench brown shirt gestarpo and storm trooper corrution in both the DPI and rspca.   

The moron or fruitcake, whose antics we feature on this page is of such diminished intellect that he did not realise nor cared to think, that all his antics are going out live to the public, WORLDWIDE in fact.   WHAT AN IDIOT.  We know he is from the Queensland DPI.  All of his Internet activity has been from the DPI IP which is 203.25.1.208 /.  This IP is listed on domaintools.com/whois as:

He is the archetypal public sector parasite:  does nothing, is overpaid, has nothing expected of him and any "work" he produces is never accessed.   His "performance" is the norm for labor public sector parasites.  We do not think it has ever been made so public previously.  Technology has allowed him to tell the world of the fraud and incompetence of the Queensland public service.

He "chats" in five chat rooms on "SputnikMusic".   He is probably engaged in other chat rooms as well.  The DPI could have his computer examined to find all the places he has visited, if they wish.   He is now overseas, in Vietnam, with "work" [he has stated on one chat room; in fact we believe he has been "seconded" to paid "consulting" work through State Forestry, New South Wales], until early April, 2008.  He has stated his last day in Australia was Friday, 7th March, 2008.

Those Corrupt, including Mulherin, the DPI, labor parliamentarians, and rspca may try to say this is just an "isolated example" and that "one swallow does not a summer make".  Politically, labor and Mulherin do not wish DPI to function.  It is fine by them to waste money as then they can say that they are spending the money they are wasting on incompetent bludgers to "assist Queensland Primary Producers". 

The employment fraud is not just this fruitcake.  It is also: the one who offered him the job, his immediate supervisor and the supervisor's supervisor, and all the people with whom he "works".

The fraud extends across the whole DPI.  It is the CULTURE of FRAUD that epotimizes the DPI.

Consider Fiona M Ferguson, titled Manager, Legislative Support Unit
Biosecurity Queensland.   She is a criminal also.  She is an accessory to many of the rspca crimes.  When animals are seized by the rspca, this dishonest lowlife criminal is required to make a considered decision as to whether they should be "forfeited".  Such "decisions"are so prejudiced that, in discussions with other criminals at rspca, for example a Jane Barr,  Ferguson refers to her decision making DUTY as "signed off on forfeitures, and the paperwork is on its way".   The rspca fabricate "evidence", so that the despicable Ferguson, can just "sign off" on it, to produce the "paperwork". The forfeitures are foregone conclusions.   

Legally, all these posts by the DPI "environmental scientist", are documents of the DPI.  They have been written and read on a DPI, Queensland taxpayer's computer, by an employee of DPI, during "work" time.   Additionally, they have been published into the public domain.  We cannot be prevented from having these or publishing them.

Most of the fruitcake fraud's posts are drivel.  There are so many.   On one day at random we counted 18 postings for the day, on just this one site. There are none on the weekend.  Well, he has a slow internet connection at "home".  How many other sites are there?  Over a number of days, we collected the more telling admissions.  They make great reading, when one considers it is OUR money that he is stealing.   The site in this case, conveniently collected all his posts in the one file.  We did not have to read all the diatribe to find his admissions, on all these defacto DPI Notice Boards.

DPI clearly offered him the job because he told them it would be better than Centrelink.  Clearly it is.  He is overpaid a huge salary especially since he is doing nothing. He can spend all his time on the Internet in "chat rooms" making numerous admissions of wrong doing. He has faster Internet access than at his "home".  He receives copious quantities of mangoes and fresh fruit, and DPI is paying off a new car for him to assist him to evade income tax.  Maybe, as with many or even most, Queensland public service jobs,  he was offered the job because of family/political connections.  That is the reason, the DPI, Queensland Government [QG] will attempt to put a different spin on it.

 When you have read these 25 contributions of his, you may appreciate the irony of the sub-title of his avatar:
"loose lips sink ships".   Maybe that's a clue in this whole matter.

This fruitcake fraud admits he is "only doing that job, because there isn't much he is capable of doing" and so it is "pretty boring".  He admits he does no work, is incompetent; "has no clue about the token jobs he is occasionally asked to do".  He further admits he just writes any fiction that occurs to him, and the DPI accepts it, does not care, and is none the wiser.   [It is a US date and time (Denver time zone) recorded on each post. The Brisbane date and time is obtained by adding 16 hours; ie add a day and subtract 8 hours.]

He admits how he spends his time and bludges at "work", when he is not reading and writing "chat rooms".

This fruitcake fraud admits that this bludge at the DPI is not his choice job.

He admits the reason he accepted this position was that he "hated being on centrelink".  No doubt that seemed a good reason for the more senior DPI parasite who offered him the job, to offer it to him.

To help stave off the boredom, our fruitcake parasite has to tell the world another benefit of having the fraudulent bludge at DPI is being able to receive a free supply of fresh mangoes and fruit.

The fraudulent fruitcake further advises the resources that are ostensibly benefiting Primary Producers, [National Party constituents], are wasted on him by the labor government of Queensland.

One more "benefit" of the DPI job, apart from being paid to do nothing and write garbage, is that he has a faster free internet connection for his interests.

Sexual harassment:
These notice boards, because he reads and posts to them while at the DPI, during "work" hours, AS PART OF HIS "WORK", and using the DPI computer and DPI Broadband Internet connection, ARE LEGALLY defacto notice boards of the DPI. The DPI are vicariously liable for all his actions while at "work", including the Sexual Harassment . The NoticeBoards are public and not restricted to DPI personnel.  Hence, the content of the notice boards is DPI policy.  This includes the SEXUAL HARASSMENT.   We shall be referring this matter of Sexual Harassment to the hreoc [human rights and equal opportunity commission - hreoc].   Sexual Harassment is the intent of the DPI.

This was obviously intended to give all at DPI and anyone else who chose to read it, a rollicking laugh.

With the retort: "She's probably already had plenty of BLOWjob experience." with the emphasis on the 'BLOW', and with the comment, "fixed".

DPI's 24 year old recent recruit to the fraud that is Mulherin's fraud on Queensland Primary producers, agrees that is is 'hawt' that she is still at Uni and adds that he knew her from his time at Uni.  For good measure and to increase the sexual component of this sexual harassment, he adds, possibly to over trump the "blowjob" reference,  and to ensure no-one misses that the reference to 'hawt' is a reference to sexual intercourse, "I even dreamed about her last night, she wanted to root me on the back of a truck outside my house.  I woke up to realise I had taken my shirt off and I was cold."

The DPI sexual harassment Notice Board continues with denegrating comments towards women and sex.  The incompetent bludging DPI subject of this page tells the story "of a guy ... who made a dinner with chilli for his girl, then later he fingered her but still had chilli on his hands and she cried."   The DPI Notice Board agreed that that was really funny; "far funnier", in fact.

This politically incorrect DPI Notice Board then highlights the view that rape is not a matter of sex but of power, as is sexual harassment, with the inclusion, "demon tentacle rape is funny."

Mulherin's DPI's recent recruit then denigrates the sexual component of the female body with the baseless application of the "golden ratio" of architecture and mathematics to "nipples" and "tits", with "I wonder how the golden ratio would apply to tits.  'The golden nipple is located at a height form the bottom of the golden breast that is 1.618 x the width of the breast.' "  

His reward for drug, fraud and Sexual harassment - Overseas holiday in Vietnam:  Because Mulherin's DPI's recent recruit so epotimises the values and ethic of  the DPI, he is rewarded with an overseas trip with a few weeks holiday overseas in Vietnam.

The fraudulent fruitcake further advises, on the DPI Sexual Harassment Notice Board, of the reason he is travelling to Vietnam "with work.  We are training farmers to grow their trees and look after them properly. Just like a missionary, only practical."
 

He advises the flight is via Thailand: "Vietnam, with stop-overs in Thailand either [or each] way."

 He is a representative of the Queensland Government, and will be seen then as a representative of Australia.  He is a GOVERNMENT REPRESENTATIVE, not a mere tourist.  Hence, his comments reflect Australia's International approach to other countries.  For him to say that he expects  "Thailand to be mostly dodgy, ...", could cause an International incident, as that could well be seen as the attitude of the Australian and Queensland Governments.  This is especially so if  both or even one government remains silent on this comment.   We will pursue this as the Internet is very much International.

At 10 minutes to midday [Queensland time] on Friday, 7 March, 2008, he posted that "Today is my last day in the country for a few weeks ...  I'm just at work, getting things finalised, nothin else to do really. Going out to lunch with some of my workmates later.  They're are cool people."

It must be remembered that these "chat room" comments, since they are being read in DPI premises on DPI computers by DPI staff during their "work", and written by DPI staff on DPI computers in DPI premises, are legally documents of the Queensland Government and DPI.  A large component of these DPI documents concern multiple illicit drug information and recipes.  I wonder, to how many "staff" of DPI this information is distributed.  Is this a worthwhile use of Internet connections financed by the Queensland Government for ALL Queenslanders?

 Here, the DPI documents are referencing to matters regarding marijuana including  marketing marijuana, comment that "Good bud is good bud",  and that different strains of marijuana yield different percentages or levels or strengths of the hallucinogenic component   tetrahydrocannabinol [THC].  This particular fraudster employed by DPI adds his comment that a strain of marijuana named Northern Hyperblast is extremely "brutal" and it should be restricted to only serious druggies, as opposed to the less "brutal" marijuana that would be smoked by "wannabes" and hippies.  

These documents of DPI, an arm of Queensland Government are promoting and discussing the making of illicit drugs, from prescription or other painkillers such as Percocet and Tylenol with constituents of codeine and acetaminophen. The DPI Drug Notice Board includes a "Question and Answer for druggies" section.  It involved asking the Queensland labor government's DPI sponsored drug making notice board, "did you extract the acetaminophen? you should next time.  I have a bottle of 10 Tylenol #3's which are 30mg codeine and 325mg acetaminophen, it sucks having to extract the codeine." ; with the follow up question, "How in the **** do you do that?" [Notice how they refrain from using course language???!!; well it is a Queensland Government, DPI Public Notice Board.]

 The Queensland labor government's DPI sponsored drug making notice board shows how the Queensland labor government has gone soft on drugs, especially in the workplace, particularily when it is attended with sexual harassment of females in the workplace. 

The Queensland labor government and Queensland DPI and its  Minister Hon (sic) Tim Mulherin must favour the promulgation of this recipe for making concentrated codeine from painkillers of codeine combined with Acetaminophen.   While we do not attest to the accuracy of the DPI Notice Board, for concentrating codeine from painkillers,  nor support it, nor support the DPI's involvement in it, we repeat [for google] what it states in the public domain.   "You crush up the pills.  Put them in warm water. Acetaminophen is insoluble at room temperature, codeine isn't.   After awhile add some  ice cubes to drop the temperature that way even more of the acetaminophen doesn't dissolve. Wait for a while longer and filter the acetaminophen out using a coffee or lab filter.  Drink your codeine cocktail and piece out.  More in depth explanation on Erowid.  I've never done it with Percocet though, don't know how it would affect oxycodone compared to straight up codeine."

That means that the sites have given their official endorsement to The HATE and INCITEMENT TO MURDER “facebook group”, the FO Duckman site, and to the sentiment and language of that site. This included the HATRED directed from that site and the INCITEMENT TO MURDER encouraged by that site.

We have conclusive evidence that the Registrar and Secretary of The University of Queensland, one Douglas Porter [that is Douglas Porter of Douglas and Janet Porter fame of 14 McCaul St, TARINGA], HAS BEEN MONITORING THIS HATE AND MURDER INCITEMENT SITE from at least Monday 1 October, 2007. We believe that since the site was FORMALLY associated with The University of Queensland, AND SINCE HE WAS MONITORING IT, DAILY, he has ENDORSED the sentiment of HATE and INCITEMENT TO MURDER, of that site.

Our publishing this information which is valuable to the community in so many ways, is a public benefit. Using Telecommunications to Incite murder is a Commonwealth Criminal Offence. Each member is guilty of being an accessory [at least] to Incitement to murder. We will be interested to see what action, if any Douglas Porter has taken to have that HATE site closed.

Douglas Porter is “losing it”. He is becoming incensed and obsessed. I wonder if anyone wishes to lay odds that he will soon be gone. I reckon, before Christmas. He will resign of course.
